We tried to keep the defaults for quotas the same so as not to introduce any regressions. But there are some more options... You may wish to experiment with usage based quotas. This is a server database setting, configured on the server document with the other database parameters...on the Transaction logging tab. You'll need to restart the server.
This method of enforcement will check for every new note added. Not just on file extend.

You may also want to reconsider using a Warning for every message, and go with a time interval based warning. Too many messages become noise (and take up more space in the mail file).
